Present at the ceremony were Nguyen Thi Thanh, member of the Central Committee of the Communist Party of Vietnam, Vice Chairwoman of the National Assembly; Bui Van Nam,former Deputy Minister of Public Security and former Secretary of the Ninh Binh provincial Party Committee; Nguyen Van Thanh, former Deputy Minister of Public Security and Standing Vice Chairman of the Central Theoretical Council; and Nguyen Hoang Hiep, Deputy Minister of Agriculture and Environment.
Leaders of Ha Nam and Nam Dinh and Ninh Binh provinces also attended the ceremony.

Starting the new-style rural area building programme in 2010, with an average of only 4.8/19 criteria, Ninh Binh province has gradually overcome difficulties, gradually forming an increasingly civilized and modern rural appearance.
By the end of 2024, all 119 communes of the province had satisfied new-style countryside standards, of which 55% of the communes meet advanced standards, 15% meet model standards. All districts and cities of Ninh Binh had met new-style countryside standards, and 2 out of 6 districts met advanced standards.
Ninh Binh is one of the first nineprovinces in the country to be recognised as completing the task of building new-style rural areas according to the set of criteria for the period of 2021-2025.
The rural economy has changed dramatically. In 2024, the agricultural production value reached 160 million VND per ha, 2.5 times higher than in 2010. The poverty rate decreased from 12% to 1.03%. Per capita income ranked 9th nationwide.
Infrastructure has been invested synchronously and modernly: 100% of commune roads and inter-village roads have been paved; all commune health stations meet national standards; 100% of communes have schools that meet national standards.
Notably, the province has mobilised over 68.3 trillion VND for the new rural construction programme, of which the people contributed nearly 12.8 trillion VND. People not only donated land but also contributed over 1,200 hectares of land, participated in over 610,000 working days and many supplies and materials.
Along with economic development, the province has always focused on preserving and promoting traditional cultural values. Up to 98% of villages and hamlets are recognised as cultural ones; the system of cultural houses, playgrounds, and community libraries have received investment attention.

Speaking at the ceremony, Chairman of the provincial People's Committee Pham Quang Ngoc emphasized that Ninh Binh province's completion of the tasks of building new-style rural areas is a great source of pride, a starting point for a new development stage with higher and more sustainable goals.
In the coming time, Ninh Binh province, together with Nam Dinh and Ha Nam provinces, will continue to thoroughly grasp the resolutions, conclusions, and directions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Resolutions of Party Congresses at all levels, thoroughly grasp the major viewpoints and orientations in building new-style rural areas.
At the ceremony, Tran Nhat Lam, Deputy Chief of the Central Office for New-style Rural Area Coordination, announced the Prime Minister's Decision recognising Ninh Binh province as having completed the tasks of building new-style rural areas in 2014.
On behalf of the Party and State leaders, Vice Chairwoman of the National Assembly Nguyen Thi Thanh presented the certificate of recognition for the province's completion of the tasks of building new-style rural areas in 2024 to the Party Organisation, administration and people of Ninh Binh province.

Recognising, highly appreciating and warmly praising the achievements and contributions of the Party Organisation, administration and people of Ninh Binh province in the work of building new-style rural areas, Thanh affirmed that Ninh Binh will be a bright spot of new-style rural areas in the new era.
She requested the Party Organisation, administration and people of Ninh Binh province to continue promoting the movement of building sustainable new-style rural areas; improving the material and spiritual life of the people; building a synchronous, modern rural socio-economic infrastructure, a bright, green, clean, beautiful and safe environment and landscape.
The NA Vice Chairwoman also hoped that Ninh Binh would become a pioneer in implementing the "Digital Literacy for All" movement to build and promote the values of "civilised and modern farmers".
At the ceremony, the provincial leaders also awarded certificates of merit from the Chairman of the provincial People's Committee to collectives, individuals and households with outstanding achievements in implementing the emulation movement "The whole country joins hands to build new-style rural areas" in the period of 2021 - 2025 in Ninh Binh province.
