Accelerating progress of social housing projects
Ninh Binh province has set a target of completing 6,053 social housing units in 2026. As the year enters its final months, construction projects across the province are stepping up efforts, mobilising maximum manpower, machinery and equipment, and maintaining continuous construction to keep work on schedule.
Developers and contractors are making the most of favourable weather conditions to speed up individual construction phases. Supervision consultants have also intensified inspections and monitoring to ensure construction quality and site safety. The goal is to complete as many of the assigned housing units as possible this year, helping expand the supply of affordable housing in the market.
One project gathering pace is Bao Minh social housing project in Truong Thi ward, developed by Bao Minh Industrial Park Infrastructure Investment Joint Stock Company.
At the construction site, the developer and contractors have proactively secured sufficient materials, labor, machinery and equipment to deploy multiple work teams across different construction phases. Tasks are being carried out in succession to minimise downtime and accelerate overall progress.
The project comprises 848 apartments, with a total investment of approximately 500 billion VND. Construction began in late June 2026. To date, the third-floor slabs of buildings C1 and C2 have been completed, while preparations are underway for pile driving at buildings C3 and C4. The developer aims to hand over 130 of the 176 completed apartments scheduled for delivery this year.
Tran Ngoc Phu, Deputy Head of the Investment Division at the Bao Minh Industrial Park Infrastructure Investment Joint Stock Company, said the company had identified project progress as a top priority.
The developer is therefore mobilising workers, construction materials, machinery and equipment while coordinating closely with relevant units to maintain uninterrupted construction. It is also working proactively with competent authorities and local administrations to resolve difficulties arising during implementation, with the aim of accelerating construction without compromising quality or safety.
Other social housing projects across the province are also stepping up construction.
At the social housing project for staff and doctors of Bach Mai Hospital in Liem Tuyen ward, the contractor has mobilised more than 140 workers to carry out construction activities simultaneously at buildings CT01 and CT02.
Nguyen Truong, the project's technical supervisor, said the construction teams are adopting a phased approach while deploying multiple work fronts concurrently. Progress is being monitored daily, with apartment handovers targeted for November.
A similar sense of urgency is evident at other sites, including Bai Vien social housing project in Thanh Nam ward and Tay Phu Van social housing project in Phu Van ward.
Determined to Meet Housing Completion Targets
Under Government Resolution No. 07/NQ-CP, dated January 12, 2026, which assigns social housing development targets to localities for the 2026 2030 period, Ninh Binh province has been tasked with completing 24,336 social housing units over five years.
Based on the assigned targets, the province aims to complete 6,053 units in 2026, followed by 3,900 units in 2027, 3,050 in 2028, 3,300 in 2029 and 3,600 in 2030.
To meet these targets, the provincial People's Committee has allocated specific completion targets to individual projects and directed relevant departments, agencies, local authorities and developers to prioritise social housing construction.
The Department of Construction has been assigned the lead role in coordinating with relevant agencies to conduct regular inspections, monitor progress and urge developers to accelerate implementation. Particular attention is being given to projects scheduled for completion in 2026, with emerging obstacles to be promptly identified and addressed through appropriate recommendations to provincial authorities.
The Department of Agriculture and Environment, together with commune- and ward-level People's Committees, has been instructed to prioritise site clearance, finalise land allocation and leasing procedures, and facilitate projects involving land designated for social housing development.
In addition to speeding up construction, resolving bottlenecks related to investment procedures, planning, infrastructure and financing has become an urgent priority to keep projects on schedule.
Alongside efforts to accelerate social housing development, the province is also directing relevant authorities and agencies to strengthen oversight and prevent violations. These measures are intended to ensure that social housing policies benefit eligible buyers and are implemented transparently, fairly and in full compliance with the law./.
