In 2024, though facing numerous difficulties, the Party organisation, administration, soldiers and people of Ninh Binh have exerted efforts to reap comprehensive achievements in all fields. Ninh Binh Newspaper has selected the top 10 events in the province in the year.
1. Announcement of provincial master planning scheme for the 2021-2030 period, with a vision to 2050
Right after being approved by the Prime Minister, the provincial master planning scheme for the 2021-2030 period, with a vision to 2050 was announced by Ninh Binh province on May 28, 2024.
This is a significant event aims to publicize the master planning’s contents to investors in a bid call for cooperation to turn potential, strengths and goals into reality, thus fostering the province’s fast, sustainable and harmonious development.
Under the master planning scheme, Ninh Binh sets a target to become a centrally-run city by 2035 with characteristics of millenium urban heritage and creative city. By 2050, it will become a smart, modern centrally- run city with unique identity.
The planning scheme also defines “three pillars” and “four growth drivers” with “seven breakthrough and key tasks”. Of which, culture-people-natural values of Hoa Lu ancient capital are seen as the most important pillars.
As for space of development, the planning scheme has devised three functional zones. Hoa Lu city and Tam Diep city are two central areas that serve as momentum, breakthrough of development.
The planning scheme lays a legal foundation for Ninh Binh to devise policies, implement tasks of organising zones, distributing resources, attracting investment and promoting potential and strengths in a bid to realise the targets and aspirations of the Ninh Binh’s party organisation, administration and people.
2. Establishment of Hoa Lu city – Creating conditions for “revival” of ancient capital heritage urban area
At the 40th session of the National Assembly Standing Committee on December 10, 100% of full-time legislators approved a Resolution on re-arranging administrative units at the district and commune levels in Ninh Binh province in the period of 2023-2025, including the establishment of new Hoa Lu city.
Accordingly, Hoa Lu city includes the whole natural area and population of Ninh Binh city and Hoa Lu district.
After the emergence, Hoa Lu city has a natural area of 150.24 square kilometters with a population of over 238,000 people. It comprises 20 administrative units at commune level and seven administrative units at district level.
The establishment of Hoa Lu city is the continuation of the long-lasting history of Hoa Lu ancient capital, thus creating advantages and special values for urban economic development as well as building an urban area associated with Trang An Scenic Landscape Complex.
3. Ninh Binh named among top 20 centrally-run cities and provinces with the highest GRDP
In 2024, the province’s socio-economic situation has seen comprehensive progress in all fields. It has fulfilled and surpassed 15 out of 15 major targets. The province’s gross regional domestic production (GRDP) is estimated to increase by 8.56%, ranking 5th out of 11 cities and provinces in the Red River Delta and ranking 17th out of 63 provinces and centrally-run cities nationwide.
The outcomes were attributed to contributions of some sectors and fields. Industrial production saw good performance with a value of 15.5 trillion VND, a year-on-year increase of 10.8%. The service sector enjoyed robust growth with 22.55 trillion VND, posting a rise of 10.05% compared to that of 2023. In particular, revenue from tourism was over 9.1 trillion VND, representing a year-on-year rise of 40.15%. The province welcomed over 8.7 million holidaymakers, up 30% and surpassing the yearly plan by 16%.
The socio-economic outcomes reflected the effectiveness of province’s leadership and direction as well as the solidarity and consensus of the whole political system, business community and people.
Also in the year, the province sped up construction at some key works and projects that play important role in spurring socio-economic development in the short and long terms.
4. After ten years of being recognised by UNESCO as a World Cultural and Natural Heritage Site, it has become a model of harmonic combination between heritage preservation and socio-economic development.
2024 marked 10 years since Trang An was recognised by UNESCO as a World Cultural and Natural Heritage Site.
With the drastic participation, determination and creative methods of the party committee, administration, businesses and local people, Trang An has been evaluated as a typical model of combining economic and tourism development sustainably and ensuring the harmonic interests for local people, businesses and State.
It also became a symbol of responsible commitment of Vietnam in implementing the UNESCO Convention concerning the Protection of World Cultural and Natural Heritage 1972.
5.Proactively responding to historical storm, flood and puting people’s lives, safety and health first.
To cope with typhoon Yagi (storm No. 3) and rising water levels on Hoang Long and Day rivers in September, the provincial People’s Committee signed an order asking for the evacuation of residents in flood diversion areas in Gia Vien and Nho Quan districts.
The province also set up working groups to monitor and steer localities to prepare all necessary human resources and vehicles for coping with the storm, floods and its aftermaths.
Thanks to these, local people’s property losses had been minimised and no death was reported.
In addition, the province also mobilised resources to support and provide essentials supplies, food and medicines for people affected by floods.
6.Ninh Binh marked 55 years of implementing President Ho Chi Minh's Testament and 65 years of his visit.
Ninh Binh authorities solemnly held a ceremony on October 16 to mark 55 years of implementing President Ho Chi Minh's Testament and 65 years since his visit to the province.
Implementing Uncle Ho’s Testament and his teachings when he visited Ninh Binh, the Party Organisation, administration and people of Ninh Binh always uphold the spirit of solidarity, promote potential, and overcome difficulties and challenges to obtain important achievements in all fields.
The provincial party organistion has always paid special attention to building the party and the and pure and strong political system.
The leadership capacity and combat strength of party committees and party organisations have been elevated. In particular, the social consensus, the people’s trust and the relationship between people and the Party have been trengthened.
The celebration aims to review the province’s outstanding socio-economic achievements in the past 55 years since implementing the late President’s Testament.
7.Unanimous policy and creative mindset in Party development work
In 2024, 10 party organisations were established and 2,822 people were admitted to the Party, raising the province’s total number of party members to 76,333.
The Standing Board of the provincial Party Committee paid attention to directing Party organisations to carry out numerous measures to develop Party membership and ensure that the quantity must go along with the quality.
The province step up communications on the significance and importance of the development of party members; built plans and reviewed human resources as well as assigning targets of admitting new Party members for each Party organisation from the beginning of the year. Civil servants, students and workers are abundant sources for the development of party members.
8.Advanced and model new-style rural area building reaped outstanding outcomes
The new-style rural area building has reaped outstanding outcomes. By the end of 2024, Yen Khanh and Yen Mo districts had got the status of advanced new-style rural areas; 65 communes had met standards of advanced rural new-style areas while 24 others had been recognised as model new-style rural areas. The province is striving to complete tasks of building new-style rural areas in 2025.
These outcomes not only brought a new facelift to the countryside but also created changes in awareness and action of the whole political system and people.
9.Ninh Binh affirms capacity of hosting national and international cultural events
With numerous strengths, modern cultural works and suitable policies and mechanisms, in 2024, Ninh Binh continued to become a destination for a wide range of cultural events, seminars and conferences.
Through these events, the unique values of Hoa Lu ancient capital have been spreaded and become an internal source for development.
Notably, the province held Hoa Lu Festival in combination with the 1,100th birth anniversary of King Dinh Tien Hoang; the 10th anniversary of Trang An’s recognition as World Cultural and Natural Heritage Site by UNESCO; Tourism Week 2024 and Festival Ninh Binh 2024.
These events proved Ninh Binh’s capacity and commitment in organising big cultural events at the national and international levels and realising the target of turning Ninh Binh into a centrally-run city with characteristics of a millenium heritage and creative city and a hub of event organising, cultural industry and digital transformation in all fields.
10.Ninh Binh education sector retains top ranking nationwide
In 2024, the province’s education and training sector recorded many achievements, thus affirming its position in the top leading cities and province nationwide in general and spearhead education.
At the national competion for excellent students, 86.6% of Ninh Binh’s participating pupils won prizes, ranking sixth among cities and province nationwide.
At the 2024 high school graduation exam, Ninh Binh’s graduation rate reached 99.95%, ranking second among cities and provinces nationwide. This was the 8th years in a row Ninh Binh stood in the top leading cities and provinces in the high school graduation exam.
