At a working session on December 9 with Secretary of the provincial Party Committee Dang Xuan Phong, a joint venture between Terra Vietnam JSC and Japan’s Daiwa House Industry Co. Ltd. expressed their wish to invest in a smart-sustainable industrial park (IP) in Ninh Binh province.

Representatives from Terra Vietnam and Daiwa House Industry introduced an overview of their respective fields of operation, potential, and strengths.
As groups with strengths in investing in industrial park infrastructure, logistics, urban development, housing, commerce, social housing, and factories, the two groups are currently proposing to study the construction of a "smart-sustainable" IP in Ninh Binh to attract Japanese and international investors.
The IP is planned to be located in Phong Doanh commune on an area of approximately 180 hectares. The project will be built according to the following model: Green and circular infrastructure, applying rooftop solar power systems and specialised solar systems; rainwater reuse systems; a circular wastewater treatment system and waste management according to ESG standards; smart digital infrastructure, applying a centralised IP management and operation system based on IoT (Internet of Things) technology.
The IP is strategically located to ensure good access to ports, airports, and highways, while also having smart connections to nearby urban areas and services to meet the needs of professionals and workers.

At the meeting, representatives from the two groups requested the provincial Party Committee and the provincial People's Committee to consider approving the site for the Phong Doanh IP so that the two units can conduct detailed research on the current situation, collect in-depth technical data to propose a plan; prepare a report proposing investment policies according to regulations, ensuring investment progress in 2026 and infrastructure construction commencement in 2027 as desired by the Japanese investor.
The two groups committed to conducting the research seriously, transparently, and in accordance with the law. The "Smart-Sustainable" Industrial Park project will bring sustainable development, increase budget revenue, and create high-quality jobs, contributing to the industrial development goals of Ninh Binh province.
Phong emphasised that Ninh Binh province always supports and agrees with the development plan proposed by the joint venture of Terra Vietnam and Daiwa House Industry.
The official requested the two groups carefully study the legal regulations on investment activities, ensuring compliance with the planning, orientation, and development goals of the industrial parks set forth by the province.
He assigned the provincial Economic Zone and Industrial Park Management Board to closely coordinate, guide, and support the enterprises in the process of researching and implementing the investment project.
Phong expressed his confidence that the joint venture and Ninh Binh province will regularly exchange ideas and discuss to soon achieve positive results in future cooperation./.
