Diversifying investment resources
Over the past few years, the province’s tourism sector has witnessed robust growth. Tourism infrastructure and technical facilities have received special attention and investment, while social security, environment and hygiene at tourist sites have been ensured. These have helped attract an increasing number of tourists to Ninh Binh with an average figure of 5.8 million visitors each year, making an annual average growth of 28.2%.
In 2024, the province served 8.7 million travellers and earned around 8.9 trillion VND (379 million USD) in revenue. It sets a target of welcoming over 9.1 million tourists in 2025, a 3.5- fold rise as compared to the figure in 2020 and surpassing the target set by the 22nd provincial Party Congress.
Tourism revenue enjoyed strong growth. In the 2020-2025 period, total tourism revenue reached 29.6 trillion VND (1.15 billion USD) with an average of 5.92 trillion VND per year, or annual average growth of 44.6%.
The province expects to earn 10 trillion VND (390.7 million USD) from tourism activities in 2025, posting a 6.3-fold rise as compared to that of 2020 and surpassing the target set by the 22nd provincial Party Congress.
Bui Van Manh, Director of the Department of Tourism, said with the motto of taking public investment to lead private investment in tourism, over the past years, the province has focused resources on upgrading tourism infrastructure and technical facilities, thus providing favourable conditions for tourists.
To date, the province has nearly 20 nationally and internationally-renowned tourist sites such as Khe Coc Island, Hoa Lu Old Quarter and Am Tien cave.
Numerous projects worth thousands of billions of VND have been invested by the state budget such as project to build infrastructure for Trang An ecotourism site; project to upgrade Hoa Lu ancient capital historical relic site; and project to build Dinh Tien Hoang De square and statue.
These has created an attractive investment environment to lure non-state capital in tourism. The province has so far granted certificates of investment for nearly 100 projects worth over 20 trillion VND (852 million USD). Some projects have been built and put into operation such as Emeralda Tam Coc Resort, Hoa Lu Old Quarter, Minawa Kenh Ga Resort, Vedana Resort, Cuc Phuong Resort and Spa, and Trang An Golf Course.
To date, the province is home to over 900 accommodation establishments with 12,000 rooms. Of which, 21 establishments are classified as 4-5-star facilities, up 32% as compared to the figure of 2019, thus meeting the demand of travellers.
Developing tourism in line with master planning scheme
Director of the Department of Tourism Bui Van Manh said, in the 2026-2030 period, the tourism sector would face difficulties due to complicated developments in the regional and global situation, therefore, the province needs to build a strategy to effectively and sustainably exploit heritage and traditional culture values in order to create outstanding and qualified tourism products.
The sector will focus on improving the quality of services and professionalism in tourism service activities.
In the short term, the department will develop in line with the “Master planning scheme for Ninh Binh tourism development to 2025 with a vision until 2030” and other related planning schemes.
The goal for the period 2026-2030 is that Ninh Binh strives to become one of the leading tourist centres in Vietnam and the region. Tourism is gradually becoming a key economic sector, creating momentum for the development of related industries.
By 2030, Ninh Binh expects to welcome 12 million tourists, including 2.5-3 million international visitors. The province hopes to rake in 18 trillion VND from tourism revenue and create jobs for over 43,000 workers.
To successfully complete the above objectives, the Department of Tourism will strengthen State management of tourism, ensure safety, culture, and tourism civilization; effectively manage and exploit landscapes and tourism resources to develop tourism. In particular, it will focus on researching and building support policies to mobilise maximum resources for tourism development, creating a healthy, equal, and favourable competitive environment for businesses and communities to develop tourism.
At the same time, it will mobilise investment resources to build infrastructure and diversify tourism products; encourage strategic investors to invest in the formation of tourism service complexes, large-scale tourism service projects, shopping centres, entertainment centres, walking streets, night markets in key tourist areas; investment projects to build hotels, resorts, high-class restaurants to serve tourists; develop diversified tourism products: cultural, spiritual, sports, resort, ecological tourism, tourism combined with conferences, seminars, agricultural tourism, responsible tourism and night tourism products.
