The Ministry of Construction has issued a document requesting Ninh Binh province’s Department of Construction to ensure the progress and quality of the North-South Expressway’s Cao Bo Mai Son section expansion project.
Accordingly, the North-South Expressway expansion project’s Cao Bo Mai Son section has a total length of 15.2 kilometres and a total investment of over 1.87 trillion VND from the State budget.
The provincial Department of Construction is the investor of the project.
According to the approved plan, the expressway will be upgraded from a phased 4-lane to a complete 6-lane road, with a roadbed width of 32.25 metres and a design speed of 100 120 km/h.
The Ministry of Construction requests the provincial Department of Construction, as the investor, to seriously implement the opinions of specialised agencies under the Ministry to ensure progress, quality, and traffic safety throughout the construction process. At the same time, the investor must closely monitor the project's progress and quality, and promptly take measures to address any violations or delays by the contractor compared to the committed schedule.
Previously, in a report to the Ministry of Construction on the results of the on-site inspection of the Cao Bo - Mai Son expressway expansion project, the Department of Economic and Construction Investment Managementstated that, as of the reporting date (April 29, 2026), the construction output value reached nearly 76% of the contract value.
Based on the practical implementation, the Department of Economic and Construction Investment Management recommended the provincial Department of Construction direct the contractor and supervisory consultant to focus all resources on accelerating the construction progress and completing the project before June 30, 2026 (except for the overpass at the Khanh Hoa intersection - an additional item).
In addition, construction progress needs to be monitored and controlled daily and weekly to promptly address any arising issues. The procedures for design approval, cost estimates, and contractor selection also need to be expedited to facilitate the implementation of items belonging to the intelligent traffic management system, electronic toll collection, and vehicle weight control, ensuring completion and synchronous operation before June 30, 2026.
The Department of Economic and Construction Investment Management also recommended that the investor direct the contractor and the supervisory consulting unit to research and propose solutions related to several other technical issues./.
