Ninh Binh records nearly 29% industrial growth, welcomes 16 million visitors in five months

The Ninh Binh Provincial People’s Committee on June 4 convened its regular meeting for May 2026 to review socio-economic development performance during the month and outline key tasks for June.

The meeting was chaired by Nguyen Thanh Binh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee.
In May, the province’s industrial production maintained strong momentum, with the Industrial Index of Production (IIP) rising by 23.88% year-on-year. For the first five months of 2026, the index increased by 28.56% compared to the same period in 2025. Development investment funded by the local budget reached almost 13.39 trillion VND, up 20.2% year-on-year and equivalent to 30.8% of the annual target. Public investment disbursement was accelerated while ensuring quality and efficiency.
State budget revenue continued to show positive results, while budget expenditures were managed in a prudent and cost-effective manner. Trade, services, and tourism sustained robust growth. During the first five months of the year, Ninh Binh welcomed nearly 16 million visitors, an increase of 23% compared to the same period last year. Tourism revenue reached nearly 16.3trillion VND, up 21.7%.
Meanwhile, activities in the fields of culture, education, healthcare, science and technology, and digital transformation were implemented in a comprehensive and coordinated manner. Social welfare was ensured, while national defence, security, and social order remained stable.
At the meeting, delegates focused on reviewing the achievements recorded so far and discussing several challenges and bottlenecks, particularly those related to public investment disbursement, state budget management, and the handling of surplus public assets.
Participants also called for stronger direction and more effective measures to remove obstacles affecting project implementation and public investment disbursement. In addition, they proposed establishing a unified focal point for receiving, guiding, and processing procedures for investors in order to create a more transparent and business-friendly investment environment.
The meeting also emphasised the need to implement the restructuring of villages and residential groups in accordance with the approved roadmap and schedule; further promote decentralisation and delegation of authority in conjunction with improving governance capacity at the commune level; and strengthen coordination among provincial departments, sectors, and localities to enhance the effectiveness of the two-tier local government model. These efforts are expected to provide a solid foundation for achieving the province’s double-digit economic growth target in 2026.

Concluding the meeting, Chairman of the Provincial People’s Committee Nguyen Thanh Binh requested departments, sectors, and local authorities to strengthen discipline and accountability in budget revenue and expenditure management, accelerate public investment disbursement, particularly for key infrastructure and regional connectivity projects, and promptly address difficulties facing ongoing projects.
He also called for decisive measures against delayed, inefficient, or no longer suitable projects.
At the same time, the province will continue to promote investment attraction with a focus on high-quality, efficient, and sustainable projects. Efforts will also be made to expedite the completion of commune-level planning, land databases, and the digitization of cadastral records in order to improve land management and resource utilization.
Binh reaffirmed Ninh Binh’s commitment to achieving double-digit economic growth in 2026 and urged all departments, sectors, and localities to uphold a strong sense of responsibility, foster innovation and proactiveness, enhance coordination, and improve administrative efficiency.
He stressed the importance of placing citizens and businesses at the centre of public service delivery, thereby creating a favourable environment for production and business activities and contributing to the successful realisation of the province’s socio-economic development goals./.
