A number of key tasks identified in the action plan include:
- Greening economic sectors: Transforming the model of growth by greening economic sectors, applying a circular economy through economical and efficient use, exploitation of energy and natural resources based on science and technology, digital technology application and digital transformation.
Encouraging the establishment of renewable energy systems to reduce electric consumption from the national grid. The province strives to minimise electric consumption per average GDP to 1.0-1.5% per year in the period of 2021-2030; digital economy makes up over 30% of GRDP and maintain a stable ratio of forest coverage at 19.6%.
- Greening lifestyle and sustainable consumption: The formation of green lifestyle in combination with traditional lifestyle to create high quality life in harmony with the nature.
Urbanisation, and new-style rural areas building must ensure targets of green and sustainable growth; formation new culture of sustainable consumption in the context of international integration.
The action plan set targets to have 95% of urban solid waste and 100% hazardous solid waste collected, transported and handled in line with regulations by 2030.
100% of industrial zones and clusters must have concentrated wastewater treatment systems.
Greening the process of transformation under principles of equality, inclusiveness and adaptive capacity.
Increase the quality of living standards and the adaptive capacity of people to respond to and cope with climate change; ensure equality in terms of conditions, opportunities and derive achievements from development, ensuring that no one is left behind.
By 2030, it sets a target to build and implement the plan on managing the quality of air while 98% of the population use clean water under regulations of the Ministry of Health.
The provincial People’s Committee also urged local sectors, branches, localities and related units to carry out the action plan.
The implementation of the action plan should be combined with the Plan on socio-economic development and the provincial master planning scheme in the period of 2021-2030 with a vision to 2050 as well as other related programmes and projects.
