Provincial authorities appraise 192 projects, accelerate public investment disbursement
Speaking to Construction Newspaper on the same day, Director of the Ninh Binh Department of Construction Nguyen Van Luong said the department continued to advise the provincial People's Committee on improving policies and regulatory frameworks, strengthening project appraisal and addressing obstacles affecting construction projects during the third quarter.
In construction management, the department advised the provincial People’s Committee to issue three legal documents implementing the 2025 Construction Law and relevant decrees. It also submitted proposals for the preparation of investment policy reports for three projects, approved 65 projects, adjusted nine others, and completed the appraisal of 192 projects and construction works.
The department is currently the investor for 13 projects, including eight transport infrastructure projects and five social housing projects. Its total allocated public investment budget stands at 1.04 trillion VND, of which 494.3 billion VND had been disbursed by the end of the reporting period, representing 47.34% of the annual allocation.
In addition, the department is responsible for organising investor selection for 34 new urban and rural residential areas. It is also preparing general urban planning tasks and zoning plans for 10 planning schemes.
In the fourth quarter of 2026, the department will continue to accelerate site clearance, construction progress and capital disbursement across its assigned projects, with the goal of fully disbursing the annual public investment allocation.
Social housing expansion and urban infrastructure development
Alongside efforts to speed up public investment, Ninh Binh's construction sector is focusing on improving urban planning, coordinating urban development and upgrading technical infrastructure.
The province currently has 14 social housing projects under construction, with a combined capacity of 14,884 apartments. Four of these projects broke ground on June 26, 2026. A further 20 projects have received in-principle investment approval, with a planned total of 23,503 apartments.
These developments contribute to Vietnam's national target of building at least one million social housing apartments between 2021 and 2030, helping meet the housing needs of low-income households, industrial workers and other eligible beneficiaries.
Ninh Binh aims to achieve an urbanization rate of 42%, complete 6,000 social housing apartments and disburse 100% of its allocated public investment capital. These targets are intended to improve infrastructure, expand urban development areas and support the province's broader socio-economic growth./.
