A delegation from Inspection and Supervision Team No. 237 of the Politburo and Secretariat of the Party Central Committee, led by Politburo member and Secretary of the Hanoi Party Committee Tran Duc Thang, held a working session with the Standing Board of the Ninh Binh Provincial Party Committee on September 16 to discuss the draft report on the results of the third round of inspection and supervision.

A representative of the inspection and supervision delegation presented the draft report, focusing on personnel work and the building of a contingent of officials; the implementation of conclusions from the first and second rounds of inspection and supervision by the Politburo and Secretariat of the Party Central Committee; and the organisation of study and dissemination activities, as well as the issuance of action programmes to implement resolutions of the Party Central Committee and the Politburo since early 2025.
At the session, participants discussed and clarified the implementation of the Party Central Committee’s guidelines, resolutions and regulations, as well as the conclusions of the first and second rounds of inspection and supervision. They analyzed the causes of shortcomings and limitations identified by the delegation and proposed solutions to improve the quality and effectiveness of leadership, direction and the implementation of political tasks in the coming period.

Speaking at the session, Secretary of the Ninh Binh Provincial Party Committee Tran Huy Tuan said the Standing Board basically agreed with the delegation’s assessments and evaluations and would seriously take note of the comments made by its members.
The Standing Board of the Ninh Binh Provincial Party Committee will uphold solidarity and focus on leading and directing efforts to address shortcomings, limitations and weaknesses, while clearly assigning a lead agency and an individual in charge of each specific task.
The results of corrective efforts will be incorporated into reviews and assessments of collectives, individuals and heads of agencies, while direct inspection and supervision will be strengthened.

On behalf of the inspection and supervision delegation, Politburo member, Secretary of the Hanoi Party Committee and head of the delegation Tran Duc Thang asked Ninh Binh to strictly implement the conclusions of the first, second and third rounds of inspection and supervision, with priority given to promptly addressing the shortcomings and limitations identified.
In the coming period, the province should accelerate digitalisation and the application of science and technology in personnel management, while reviewing and completing its organiaational structure, decentralisation and delegation of authority, and system of positions in a synchronised manner.
Personnel assessment, planning, appointment and utilisation must be substantive, ensuring that the right people are assigned to the right jobs. The province should also step up the rotation, transfer, training and further training of officials, while fostering a sense of responsibility and aspiration tocontribute among cadres, civil servants, public employees and Party members.
At the same time, Ninh Binh should pay greater attention to attracting and effectively utilising capable officials, experts, scientists and high-quality human resources, while strengthening inspection and supervision and ensuring effective decentralisation and delegation of authority./.
