Adjustments to Ninh Binh Master Urban Planning Scheme until 2040 announced

Member of the Party Central Committee and Secretary of the provincial Party Committee Doan Minh Huan attended and directed the conference. Vice Secretary of the provincial Party Committee and Chairman of theprovincial People’s Committee Pham Quang Ngoc chaired the event.

At the conference, a leader of the Department of Construction reported some main contents of the Prime Minister’s Decision No.688/QD-TTg dated March 26, 2025 on approving a projecton adjustments to the Ninh Binh Master Urban Planning Scheme until 2040.

Accordingly, the scope and boundaries of the adjusted planning include: The entire administrative boundary of Hoa Lu city, Gia Sinh commune of Gia Vien district, Khanh Hoa commune and Khanh Phu commune of Yen Khanh district; part of the administrative boundary of Gia Tan commune of Gia Vien district, Tan Binh ward and Yen Son commune of Tam Diep city, Phuc Son and Quynh Luu communes of Nho Quan district, and Khanh Thuong commune of Yen Mo district.

The planning scale is about 23,242 hectares. The urban nature is determined as a millennium heritage urban area; national and international tourism centre; cultural industry centre, avenue of major national and international events; administrative, political, economic, cultural, medical, educational, sports, tourism and service centre of Ninh Binh province.

The urban population of Ninh Binh is forecastt o reach about 540,000 - 560,000 people by 2040.

The urban development structure follows the heritage urban model with a structure connecting heritage and urban and rural areas, including one centre, two regions and fiveareas.

The Ninh Binh Master Urban Planning Scheme until 2040 has oriented the development of the overall urban space associated with the conservation and promotion of the value of Trang An scenic complex and Hoa Lu ancient capital relic according to the heritage urban model.

Urban development is concentrated in the east, associated with the North-South development axis, creating an urban belt and services around the core area of the ​​Trang An scenic complex and Hoa Lu ancient capital. Developing green urban space is associated with the natural ecosystem.

The space by area is divided into five areas with separate functions and characteristics for each area to create a harmonious and sustainable development space, including: Central urban area, Core area of ​​Trang An scenic complex and Hoa Lu ancient capital; Urban ecological area; Bai Dinh area; and Ben Dang area.

The master planning scheme has also oriented the planning of socio-economic infrastructure.

Speaking at the conference, Secretary of the provincial Party Committee Doan Minh Huan clarified the importance of the master planning scheme for Ninh Binh province in meeting the requirements of development orientation in the context that the whole country is promoting the streamlining of the administrative apparatus and developing regional linkages.

In addition, Huan also noted that Ninh Binh urban area is identified as a comprehensive centre of the province, and a specialised centre of the region and the country with an international level, including a national and international tourism centre; cultural industry centre, avenue of major national and international events; and administrative, political, economic, cultural, medical, educational, sports, tourism and service centre.

Therefore, administrations at all levels, sectors, each cadre and party member must be fully aware to properly implement the planning scheme to build Ninh Binh into a model millennium heritage urban area of ​​Vietnam and the world, the official added.
