Acting Minister of Agriculture and Environment inspects preparedness for storm No. 3 in Ninh Binh

Acting Minister of Agriculture and Environment Tran Duc Thang and a working delegation on July 21 afternoon inspects preparations and measures to cope with storm No.3 in the northern province of Ninh Binh.

After grasping the situation of prevention and response to storm No. 3 in Ninh Binh province, Thang inspected the storm prevention work at the Fishing Port and Quan Vinh storm shelter for boats in Rang Dong commune; the key dike and embankment of Con Tron and Hai Thinh III in Hai Thinh commune.
Speaking at the inspection, Thang acknowledged and highly appreciated the preparation work to respond to storm No. 3 in Ninh Binh province.

The provincial Party Committee and the provincial People's Committee have directed authorities at all levels, sectors and localities to focus on checking and calling on ships and boats to return to their anchorages, and people in tents and watchtowers for aquaculture to come ashore for shelter to ensure safety.
From 7:00 a.m. on July 21, the province has banned ships and boats from going out to sea, and people are not allowed to stay in huts, cages, or rafts to ensure safety when the storm hits.
By 4:00 p.m. on July 21, all 1,861 ships with 5,724 workers had entered the anchorage. Of these, 23 ships anchored outside the province have made a specific list and contacted each ship to guide anchoring and provide information in case of an incident. There are 782 huts and tents in the lagoon area for aquaculture outside the dike, 45 cage farming facilities on the rivers have been notified and instructed to take shelter from the storm.
The minister also requested the provincial Party Committee and provincial People's Committee to focus on directing communes and wards; departments, branches, and sectors to proactively arrange forces, means, materials, and equipment, especially the provincial Military Command and the provincial Department of Public Security to have a plan to mobilise forces to be ready to respond when required. The province must continue to closely monitor the storm's developments; strictly manage ships and boats, notify owners of vehicles, and captains of ships and boats to anchor to minimise damage when the storm makes landfall.
Ninh Binh needs to review and implement measures to ensure safety for bridges and ports, and works under construction on the sea dyke, and prohibit all tourism, aquaculture, and fishing activities at sea, river mouths, and along the coast, he said.
Thang asked Ninh Binh to prepare measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grids, telecommunications facilities; protect agricultural production; and prevent flooding in urban areas and industrial parks.
The province must organise round-the-clock duty according to regulations; monitor and provide complete, accurate and timely information to competent authorities to serve the direction and response to storm No. 3, he said.
Ninh Binh must prepare plans for evacuation of people, protection of the entire dike system, plans for protection of key areas for flood and storm prevention and control, and prepare all kinds of essential necessities to support people during the evacuation process, the Minister added.
