Solemn ceremony held to announce establishment of Hoa Lu city

Attending the event Deputy Minister Tran Hong Ha; Vice President and General Secretary of the Vietnam Fatherland Front Central Committee Nguyen Thi Thu Ha; and Director of the Vietnam National University, Ho Chi Minh City Vu Hai Quan, among others.

Speaking at the ceremony, Dinh Viet Dung, Head of the provincial Party Committee's Inspection Board and Head of Ninh Binh’s delegation of NA deputies, announced the National Assembly Standing Committee’s Resolution on re-arranging administrative units at the district and commune levels in Ninh Binh province in the period of 2023-2025 and the Prime Minister’s Decision on recognising Hoa Lu city as a tier-1 city.

Authorized by the NA Standing Committee and the Prime Minister, Deputy PM Tran Hong Ha handed over the National Assembly Standing Committee’s Resolution 1318/NQ-UBTVQH15 and the PM’s Decision No. 1516/QD-TTg to Hoa Lu leaders.

In his speech, Ha praised the provincial Party organization, administration and people of Ninh Binh province for making great achievements over the past few years.

While congratulating Hoa Lu city on being recognised as a tier-1 city, he also urged the city’s Party organization, administration, business community and local people to have different mindsets and visions with creative and effective methods in order to build it into a millennium heritage city.

The Deputy PM also asked Ninh Binh to focus on investing in green infrastructure, clean energy, smart and digital infrastructure, restructure economic sectors by developing digital, green and clean economy and the cultural and entertainment industries.

In particular, Hoa Lu city in particular, and Ninh Binh province in general need to give priority to developing sustainable tourism based on core values of natural heritage, culture and civilized tourism environment, he said.

Becoming a tier-1 city is an important milestone for Hoa lu city, Ha said, adding that the city should uphold the spirit of solidarity, dynamism and creativity to develop itself into an urban area of heritage with rich identity and attractive destinations.

Speaking at the ceremony, member of the Central Party Committee and Secretary of provincial Party Committee Doan Minh Huan stressed that the establishment of Hoa Lu city and its recognition as a first tier city hold special significance, helping revive the heritage of Hoa Lu ancient capital and serving as a legal foundation to build Hoa Lu into a city of tourism, cultural industry and entertainment in the region and in the whole country, thus creating breakthroughs for Ninh Binh to develop into a centrally-run city by 2035 with characteristics of a millennium heritage and creative city.

The ceremony wrapped up with a special art programme themed “Hoa Lu -millennium heritage city” and low-range firework displays.
