The goal of transforming Ninh Binh province into a centrally-governed city before 2030 is a particularly important task, requiring strong political determination from the entire provincial Party Organisation, administration, and people.

Following the direction of the Provincial Party Committee, the Provincial People's Committee has decisively implemented a comprehensive set of strategic solutions, completing planning and key transport infrastructure to realise the goal of making the province a centrally-governed city before 2030.
Located at the southern gateway of the Red River Delta, on important economic corridors, Ninh Binh province has a strategic position in terms of transport, economy, culture, and history, with a prominent focus on tourism resources. This provides favourable conditions for Ninh Binh to develop into an important economic, cultural, and foreign relations centre of the region, with a focus on developing industry, tourism, and logistics services, towards a modern and sustainable urban development.
To achieve the strategic goal of transforming the province into a centrally-governed city before 2030, the Provincial Party Committee and People's Committee have directed subordinate Party committees, sectors, and localities to focus on completing and adjusting the provincial planning scheme for the 2021-2030 period, with a vision to 2050; developing the medium-term public investment plan for the 2026-2030 period; and implementing the provincial urban development programme for the 2026-2030 period.

The province has identified rapid and sustainable economic development, accelerating the construction progress of key inter-regional transportation projects; strengthening investment promotion and creating favourable conditions to attract large capital flows. At the same time, relevant units are actively monitoring and implementing the preparation of zoning plans and detailed plans for industrial zones and urban development areas, focusing on expanding urban space in a sustainable manner.
Along with directing communes and wards to accelerate urban development, during this period, the Party Committee of the Provincial People's Committee led the Provincial People's Committee to direct relevant departments and localities to focus on building a regional transport system in a new, modern, multimodal, smart, and flexible development space, meeting the requirements of socio-economic development and adapting to climate change.
At the same time, planning and construction will optimise connectivity between industrial zones, commercial service centres, new urban areas, and rural areas, ensuring the flow of goods and reducing logistics costs; gradually forming economic development corridors along expressways, inter-provincial roads, and major rivers will create a foundation for urbanization, industrialization, and commercialization of gateway and inter-provincial areas.
Specifically, regarding road development orientation, a new expressway will be built connecting the three (former) provinces of Ha Nam - Nam Dinh - Ninh Binh. The province is focusing on land clearance for the construction of the North-South high-speed railway line passing through the province.
Ninh Binh is developing the waterway system along the Red River - Day River - Ninh Co River to form waterway logistics corridors, contributing to reducing the burden on road transport; building and upgrading medium and small-scale river ports and inland ports connecting with industrial zones, raw material areas, and major transport routes.
It is also developing a synchronous and modern logistics infrastructure system, seaports, and coastal economic zones, connecting the coastal region with the inland and international markets.
Ninh Binh is aiming to form a logistics hub, including the Dong Van - Phu Ly area as a provincial-level logistics centre; and the Ninh Co area, identified in the national plan as a river mouth - coastal logistics centre.

In addition, the province is directing sectors and localities to leverage the advantages of its topography and heritage system to promote the development of high-quality service industries, ecotourism, cultural tourism, and resort tourism. This also forms the basis for the formation and development of unique heritage and ecological urban models, ensuring harmony between conservation and development, between economic growth and the preservation of resources, landscapes, and traditional cultural identity.
Ninh Binh is focusing on strengthening urban management and development towards sustainability; improving the quality of planning and management, investment in construction, creating momentum for development, and contributing to the development of communes and wards.
It is implementing solutions focused on building and upgrading urban areas towards smart and green cities, developing other urban areas in the province to support the development of the central urban area and ensure rational population distribution.
The province is also promoting the development of communes with former towns and townships into wards according to plan, striving to achieve the prescribed urbanisation rate, ensuring that Ninh Binh province will become a centrally-governed city before 2030./.
