Ninh Binh strengthen friendly cooperation with Oudomxay

The meeting followed the exchange of a Memorandum of Understanding (MoU) on friendly cooperation between Ninh Binh province of Vietnam and Oudomxay province of Laos for the 2026 2030 period, held in the presence of the Prime Ministers of the two countries.

At the meeting, Bounkhong warmly welcomed the Ninh Binh delegation to Laos to attend the Vietnamese Prime Minister’s working programme. He congratulated Ninh Binh on its achievements in socio-economic development and reviewed the history and development of friendly relations and cooperation between the two provinces.

Binh emphasised that the exchange of the MoU in the presence of the two Prime Ministers was a significant milestone, marking a new stage in bilateral cooperation. He noted that the event reflected the attention and expectations of the senior leaders of both countries regarding ties between Ninh Binh and Oudomxay.

The agreement is expected to encourage both sides to implement their commitments effectively, deepen cooperation and deliver tangible, practical benefits to their respective populations. It will also contribute to strengthening the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between Vietnam and Laos.

Affirming Ninh Binh’s commitment to implementing the MoU, Binh called on relevant agencies in both provinces to take a proactive approach to developing and carrying out effective cooperation plans.

In education and training, Ninh Binh will coordinate the implementation of an annual scholarship programme for Oudomxay, providing 25 undergraduate and postgraduate places in accordance with the MoU. The province will also direct relevant agencies to work with educational institutions to prepare for student admissions and arrange suitable fields of study based on training needs.

In economic cooperation, Ninh Binh will actively share information and encourage businesses to explore investment opportunities in Oudomxay, particularly in industry, agriculture, services and tourism.

The province is also ready to exchange expertise and share experience in the development and management of industrial parks and clusters, agricultural production, new-style rural development, and natural resource and environmental management, in line with the areas of cooperation agreed by both sides.

In addition, the two provinces will continue to coordinate cultural and sporting exchanges and tourism promotion activities to strengthen people-to-people ties.

Earlier, on the afternoon of October 5, the Ninh Binh Provincial People’s Committee and the Oudomxay Provincial Administration held an online signing ceremony for the MoU on friendly cooperation for the 2026 2030 period.

Under the agreement, the two sides will cooperate in education and training; culture, sports and tourism; science and technology; agriculture and the environment; industrial park and cluster development and investment cooperation; and exchanges of delegations at various levels.

The MoU took effect upon signing and will remain valid until December 31, 2030./.
