2025 is a breakthrough year to complete and exceed the targets set by the Resolution of the 22nd Provincial Party Congress for the 2020 – 2025 term. Ninh Binh is determined to achieve the target of 12% GRDP economic growth assigned by the Government. This is the highest target ever and of great significance in affirming its role as a growth pole of the southern provinces of the Red River Delta.
Identifying this as the top priority task, districts, cities, departments, branches, and sectors of Ninh Binh province have effectively implemented two key tasks: streamlining the apparatus while implementing socio-economic development, ensuring national defense and security, and striving to achieve the highest goals and tasks set out.
The provincial People's Committee has completed the arrangement of departments, branches, and functional agencies. The whole province has reduced five out of 18 functional agencies under the provincial People's Committee, equivalent to a reduction of 27.8%.
The province has currently reduced one district-level administrative unit due to the mergence of Ninh Binh city and Hoa Lu district.
Regarding public service units, the whole province plans to reduce 102 public service units at the provincial and district levels, equivalent to a reduction of 17.22%.
In order to successfully carry out socio-economic development tasks, sectors, levels, agencies and units have focused on implementing solutions to implement Resolution No. 01/NQ-CP dated January 8, 2025 of the Government, Resolution No. 94/NQ-HDND dated December 4, 2024 of the Provincial People's Council on the Socio-Economic Development Plan for 2025 of Ninh Binh province since the beginning of the year.
The provincial People's Committee has prioritised the development of economic sectors, especially the private economic sectors, making it truly an important driving force in socio-economic development.
It has built and implemented appropriate mechanisms and policies, creating conditions to unlock resources for development; paying attention to and supporting capable and reputable enterprises and corporations to invest in production and business.
On the basis of the accompaniment, timely support, and removal of difficulties and obstacles from Party committees, authorities and functional agencies, enterprises in the province have proactively developed production and business. Thanks to that, the industrial production situation of enterprises in the province continued to develop well. The Industrial Development Index (IIP) increased by 10.42% over the same period; revenue of enterprises in industrial parks and clusters in the first three months of the year was estimated at 20.87 trillion VND; 7/12 main industrial products exceeded the set growth scenario.
In the first quarter, the GRDP growth rate reached 9.06%. Although it did not reach the set growth target, this is still the highest growth rate in the first quarters in the past five years, ranked 6th in the Red River Delta region and 14th in the country.
In 2025, Ninh Binh province will continue to focus on removing difficulties and obstacles, creating favourable conditions for enterprises to develop production and business, especially enterprises producing key products, such as: automobile assembly, automobile accessories, camera modules, electronic components, cement and clinker, garments, and footwear.
At the same time, it will remove obstacles to speed up the implementation of ongoing projects for early completion, creating new products.
The province will develop a medium-term public investment plan for the period of 2026-2030, ensuring capital concentration on key sectors, fields, large and important projects with regional and inter-regional connectivity, spreading power, creating space, new driving force, expanding space, promoting socio-economic development.
In 2025, Ninh Binh province will focus on harmoniously resolving the relationship between economic development and environmental protection; strengthen inspection and examination of inefficient land use projects, and resolutely reclaim land from long-term projects that are unlikely to be completed.
The province will say no to projects with outdated technology, using a lot of resources, consuming energy, and industries with the risk of pollution.
With high determination, drastic actions of the entire political system, efforts and proactiveness of the business community, it is hoped that Ninh Binh province will achieve the GRDP growth target of 12%.
