Ninh Binh posts 11.31% growth in first nine months, determined to sustain double-digit growth

Ninh Binh recorded an impressive gross regional domestic product (GRDP) growth rate of 11.31% in the first nine months of 2026, ranking fifth nationwide. The province has affirmed its determination to sustain double-digit growth during the 2026 2030 period, while proposing competent authorities soon add the Ninh Binh Son La - expressway to the national road network master plan.
The Index of Industrial Production (IIP) rose 25.01% year on year.
Chairman of the Ninh Binh Provincial People’s Committee Nguyen Thanh Binh said the local economy continued to maintain positive growth momentum in the first nine months of 2026. Its GRDP in the third quarter is estimated to have increased 11.04%, bringing the nine-month growth rate to 11.3%.

Ninh Binh posts growth of over 11% in nine months
The industrial and construction sector stood out, growing 16.37%. The Index of Industrial Production (IIP) rose 25.01% year on year.
The province’s exports continued to serve as a major growth driver. Total export turnover exceeded 28.1 billion USD, up 50% year on year. Key export products included electronic components, computers, garments and footwear.
Trade and services also posted positive results, with total retail sales of goods and consumer service revenue reaching more than 240.34 trillion VND, up 20%.
Notably, Ninh Binh welcomed an estimated 20.55 million tourist arrivals in the first nine months of 2026, including 2.45 million international visitors. Tourism revenue was estimated at 21.35 trillion VND.
Investment attraction continued to improve. The province granted investment registration for 124 new projects, including 38 foreign direct investment (FDI) projects with total registered capital of 493.7 million USD, and 86 domestic projects with combined registered capital of more than 12.38 trillion VND.
State budget revenue exceeded 47 trillion VND, with full-year revenue expected to surpass the assigned estimate by more than 30%, equivalent to approximately 10 trillion VND. The province continued to maintain a trade surplus of more than 2.7 billion USD.
Alongside economic development, Ninh Binh has stepped up the review and handling of delayed projects and surplus public assets and land and housing facilities. It has also strengthened thematic dialogues to promptly address difficulties and obstacles facing businesses. Cultural development, social security, political security, and social order and safety have remained stable.
Despite these positive results, provincial leaders frankly acknowledged that public investment disbursement had reached only 37.3% of the plan assigned by the Prime Minister, identifying this as a key task requiring concerted efforts.
Determined to disburse 100% of public investment and develop a millennium heritage city
Emphasising the decisive importance of the remaining months of the year, Binh affirmed that Ninh Binh remains steadfast in pursuing its double-digit growth target. The province is determined to achieve high growth in 2026 and throughout the 2026 2030 period in line with the spirit of the Party Central Committee’s Conclusion No. 18 and the Government’s Resolution No. 169.
Among the key measures, the province will update sector-specific growth scenarios and strongly promote processing and manufacturing industries as well as trade and services, while ensuring growth quality and environmental protection. It will also focus on completing the master plan for Ninh Binh urban area, with a view to realising the goal of becoming a centrally governed city before 2030, with the distinctive identity of a millennium heritage city.
Ninh Binh has also committed to the Government and Prime Minister that it will disburse 100% of central budget funds by late November or early December 2026. The province will resolutely deal with long-standing outstanding projects to unlock resources for development, while comprehensively strengthening the infrastructure and facilities of the healthcare and basic education systems.
To unlock resources, strengthen inter-regional connectivity and create room for long-term development, Ninh Binh has proposed that competent authorities add the Ninh Binh Son La expressway to the Road Network Master Plan for the 2021 2030 period, with a vision to 2050.
The expressway is expected to play a strategic role in connecting northwestern provinces with the North South transport corridor, creating greater connectivity with Eastern North South Expressway, National Highway 1, Ho Chi Minh Highway, the coastal road and the future high-speed railway.
Ninh Binh has proposed the Government direct the Ministry of Construction to soon formulate a detailed master plan for Ninh Binh International Airport, while accelerating the appraisal and approval of the Kim Son Economic Zone master plan. These measures are expected to create a breakthrough driving force for Ninh Binh and the northern coastal region./.
