Attracting investment and developing industrial production

In the period of 2021-2023, the province's industrial production met numerous difficulties due to the impacts from the Covid-19 pandemic, the disruption of global supply chains and the conflict between Russia and Ukraine.

Thanks to the drastic direction and leadership of administrations at all levels, the implementation of synchronic measures, the province's support and removal of difficulties and hindrances for businesses, industrial production has maintained stable growth.

The value of industrial production reached more than 107.32 trillion VND (4.37 billion USD), a rise of 7.2% from the figure of 2021.

To carry out the planning project on industrial cluster development, the Department of Industry and Trade has regularly reviewed and adjusted the planning scheme in a bid to attract investment into industrial clusters' infrastructure and production and business projects in the industrial clusters.

To date, the province has attracted 361 projects into the industrial clusters with total registered capital of 18.7 trillion VND (784 million USD).

Revenue from these industrial clusters in 2022 was 11.7 trillion VND (475.4 million USD), while these industrial clusters contributed over 255 billion VND (10.7 million USD) to the state budget, and created jobs for 30,875 labourers.

Encouraging development of supporting industry

In a bid to develop Ninh Binh into one of large supporting industry hubs of the region and of the whole country, the provincial Party Committee's Standing Board issued a resolution on developing and managing industrial zones and clusters in the period of 2021-2025, with a vision to 2030; and a project on restructuring the industry sector to 2023 with orientations to 2035 to bring about positive growth for the industry sector. The value of industrial production has been increased year by year.

The automobile manufacturing and assembly and automobile supporting industries are bright spots with high growth and they made great contributions to the growth rate of the industry.

The province has paid heed to simplifying administrative procedures, improving the business climate and building investment incentives, thus creating favourable conditions for businesses and investors.

Domestic trade recovers and export markets expanded

In 2023, total revenue of retail sales and services is estimated to reach 51 trillion VND (2.1 billion USD), up 22.9% from the figure of 2021.

The province's total export turnover in the period of 2021-2023 hit over 9.35 billion USD, with an average annual growth rate of 4.9%. In 2023, Ninh Binh's export value is estimated to reach 3.25 billion USD, 1.56% higher than the set target.

Local products have been exported to over 80 countries and territories worldwide.

Meanwhile, the province's total import value in the 2021-2023 period was 9.73 billion USD, with an average annual growth rate of 1.8%. In 2023, Ninh Binh's import value is estimated at 3.3 billion USD, up 3.56% compared to the figure of 2021.

Support businesses to recover and stable operations

In order to support businesses to rapidly recover and stable their production, the Department of Industry and Trade has annually carried out national and provincial industrial promotion programmes to support small- and medium-sized enterprises to train labourers, upgrade workshops, and purchase machines and equipment to increase the production capacities, thereby creating great impacts on socio-economic development of localities and shifting the economy-labour structure in rural areas.

The department has also helped businesses and cooperatives take part in free pavilions on e-commerce platforms such as Sendo, Tiki, Lazada, Postmart.vn. and Voso.vn and boosting exports through e-commerce.

At the same time, it has also  actively assisted firms to improve the quality of products, organise booths at industrial zones and clusters, and in urban and mountainous areas to advertise and expand markets for farm produce; and boost connections with big cities and provinces to promote the consumption of Ninh Binh OCOP products.
