Ninh Binh expedites new growth model, striving to reach double-digit expansion

The Ninh Binh Provincial People's Committee held a conference on January 13 to implement key tasks for socio-economic development in 2026 and launch the patriotic emulation movement for 2026.

Speaking at the conference, Chairman of the Ninh Binh Provincial People's Committee Tran Huy Tuan stated that 2026 is of special importance with many significant national events, especially the 14th National Party Congress, and is the first year of implementing the 2026-2030 Five-Year Plan.

Departments, agencies, and localities should quickly overcome existing shortcomings and limitations, and implement the tasks and solutions set forth from the beginning of the year in a synchronized, decisive, and effective manner to successfully achieve the goals for 2026 and the 2026-2030 period, striving to make Ninh Binh a centrally-governed city by 2030, he said.

The province will focus on thoroughly understanding and decisively implementing the resolutions of the central authorities and the province; while also making thorough preparations for the successful organisation of the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term, Tuan noted.

Based on the province's work programme, plans, scenarios, and operational strategies, all departments, agencies, and localities are required to develop detailed plans to focus on implementation from the very first days and months of the year, linking them to the responsibilities of each collective and individual.

The Chairman directed administrations at all levels and sectors to urgently complete and submit for approval the adjustment of the Ninh Binh Provincial Planning in January 2026; to implement synchronously, decisively, and effectively the National Target Programmes; to accelerate public investment; to promote the development of strategic infrastructure systems, focusing on accelerating the implementation of regional and inter-regional connecting roads; to prioritize cultural development, ensuring social progress, equity, social security, and improving the lives of the people; and to continue reorganising the organisational structure and ensuring the smooth and efficient operation of the two-tiered local administration model.

Secretary of the Ninh Binh Provincial Party Committee Dang Xuan Phong noted that the tasks for 2026 of the Provincial People's Committee and all departments and sectors are extremely challenging. Therefore, each sector, agency, locality, and unit needs to promote a proactive and creative spirit, setting specific goals to contribute to achieving the province's overall objectives, he said.

The Provincial People's Committee needs to focus on building a modern and synchronized strategic infrastructure system, creating a foundation for the province's capacity; promoting sustainable and smart urban development, linked to new spatial development planning; promoting the application and development of science, technology, and innovation associated with comprehensive digital transformation in management, production, and social life; continuing to improve the investment and business environment; enhancing competitiveness; and building an administration that is "constructive, honest, proactive, and serving the people", he stressed.

In 2026, Ninh Binh province will resolutely pursue the goal of double-digit economic growth. To achieve this goal, the province will create a new, high-quality growth model; implement a comprehensive and synchronised economic restructuring associated with the development of various sectors and fields, unlocking resources and creating new growth opportunities; and maximise the potential and advantages of its regions and areas.

The province is renewing its traditional growth drivers by promoting investment, consumption, and exports, especially by improving the efficiency of public investment in leading private investment; creating new growth drivers based on accelerating digital transformation in the public sector, supporting and promoting the private sector's technological transformation, green transition, and the development of the digital and creative economy.

In the past year, Ninh Binh province recorded outstanding socio-economic development achievements as its GRDP growth rate reached 10.65%, ranking 3rd out of 34 provinces and cities nationwide. The province’s economic scale reached 342.81 trillion VND (13.05 billion USD) and budget revenue hit 78.37 trillion VND./.
