Amidst a complex global economic landscape, disrupted global supply chains, rising inflation, and declining trade, Ninh Binh province has maintained stable growth, demonstrating its proactiveness, resilience, and flexible adaptability in managing socio-economic development.
According to the provincial People's Committee’s report, Ninh Binh's GRDP for the 2021 2025 period has grown at an average rate of 9.26% per year, exceeding the national average. The economic structure has continued to shift positively towards industry and services, with industry and construction accounting for 47.05% and services 34.39%.
In the industrial sector, growth has continued to play a pivotal role in the economy. The manufacturing industry has accounted for over 36% of the GRDP. Many high-tech projects in the fields of electronic components, cameras, and communication equipment have come into operation, creating a ripple effect for industrial production and contributing to shaping a modern and sustainable development direction.
In the agricultural sector, Ninh Binh has been steadfast in its development towards ecological, green, and circular approaches. The total production value of the entire sector in the 2021-2025 period reached 95,1 trillion VND, increasing by an average of 2.8% per year. The province has established 103 concentrated aquaculture areas, with a production volume of over 310,000 tonnes, an increase of 16.84% compared to 2021, thereby improving production efficiency, protecting the environment, and increasing the value of local agricultural products.
The service sector, especially tourism, has recovered strongly and made a clear mark on the international map. Ninh Binh has been recognised with numerous prestigious awards, including "The World's Leading Cultural Destination 2023" and "Top 10 Friendly Destinations 2023". During the 2021-2025 period, the province is expected to welcome 59.43 million visitors, with tourism revenue estimated at 55.33 trillion VND, an average annual increase of nearly 48%.
In the financial and budgetary sector, the province has maintained a high and stable revenue collection rate. Total budget revenue for the 2021-2025 period reached 259.78 trillion VND, nearly double that of the previous period. Budget expenditures have been managed tightly, focusing on development investment, ensuring social security, and consolidating the major balances of the economy.
Investment attraction efforts have shown significant progress towards a more substantive, transparent, and diversified approach. By October 2025, the province had 988 newly licensed projects, with a total registered capital of 607.6 trillion and 3.17 billion USD. The private sector has developed strongly, with over 11,500 newly established businesses. Infrastructure, including transport, urban areas, industrial parks, and economic zones, have been invested comprehensively, creating long-term growth potential.
Along with economic development, Ninh Binh has remained a bright spot in the construction of new-style rural areas. All 97 communes in the province have achieved new-style rural area standards, including 65 advanced new-style rural communes and four model communes; 980 OCOP products rated three stars or higher affirmed the brand of local agricultural products.
The urbanisation rate has reached 36%, contributing to a new face for the province's socio-economic development.
The 2021 2025 period witnessed many positive results, while also placing higher requirements on the speed, quality, and depth of development. With the foundation already built, along with a spirit of effort, proactiveness, and determination to innovate, Ninh Binh is ready to enter the 2026 2030 period with the aspiration for even stronger breakthroughs, aiming to become a centrally-governed city by 2030./.
