Secretary of the Provincial Party Committee Tran Huy Tuan addresses at the gathering.
Addressing the gathering, Secretary of the Provincial Party Committee Tran Huy Tuan extended his congratulations to local entrepreneurs and businesses on the Vietnam Entrepreneurs’ Day, praising their efforts and contributions to the province’s development.
Despite persistent challenges, he noted, businesses have worked to sustain production, expand markets, contribute to the state budget, create jobs and improve workers’ welfare. They have also actively participated in social welfare programs, new-style rural development, urban improvement initiatives and other key provincial priorities.
Tuan also highlighted mounting pressures and persistent obstacles affecting business opportunities, calling for stronger coordination among local authorities to address these challenges and foster a more favorable investment and business climate.
He urged Party committees and agencies at all levels to translate central and provincial policies on private-sector development into concrete, effective action.
Public agencies and officials must shift from a management-oriented mindset to one focused on public service and enabling development, treating enterprises as partners in local economic growth while upholding the law, transparency and the legitimate interests of the State, citizens and businesses, Tuan stressed.
Administrative reform must deliver tangible results, he emphasised, calling for an end to approval-dependent mechanisms, buck-passing, avoidance of responsibility, harassment and unofficial costs. All eligible administrative procedures should be digitized, with processes, responsible agencies, deadlines and outcomes made publicly accessible.
Tuan also called for a more accountable approach to business proposals and recommendations, requiring clearly designated responsible agencies, defined responsibilities, specific deadlines and measurable outcomes.
Beyond resolving immediate difficulties, the province must mobilise resources and create greater room for long-term business growth, Tuan said.
Key priorities include coordinating planning activities, publicly disclosing land availability, land-use plans and project lists, shortening procedures for investment, land and construction, accelerating site clearance, upgrading infrastructure and strengthening links between banks and businesses.
He also called on large enterprises and foreign-invested companies to play a stronger leading role by creating more opportunities for local small and medium-sized enterprises to participate in supply chains.
For their part, businesses should continue to demonstrate resilience, innovation, sound business ethics and respect for the law, he said.
Entrepreneurs were encouraged to pursue integrity, fair competition, full compliance with state obligations and better care for their employees.
At the meeting, Tuan presented flowers to congratulate the province’s business community on the Vietnam Entrepreneurs’ Day.
Speaking at the event, Nguyen Xuan Thanh, Chairman of the Ninh Binh Business Association and Chairman of the Board of Directors of Xuan Thanh Economic Group, said the province’s business community had continued to grow, gradually strengthening its reputation and brands while making positive contributions to socio-economic development.

The association currently has more than 7,000 members operating across a wide range of sectors, he said, adding that it consistently encourages businesses to combine commercial activities with social responsibility.
In recent years, the association has coordinated fundraising efforts through which businesses and entrepreneurs contributed more than 100 billion VND to help residents recover from storm and flood damage. It has also organised the distribution of more than 100,000 gift packages to disadvantaged people during the Lunar New Year.
Local businesses and entrepreneurs have further supported the construction of charitable housing, provided assistance to people with disabilities and disadvantaged families, and contributed to educational promotion and talent development initiatives.
On behalf of the business community, Thanh called for continued support and cooperation from VCCI, provincial leaders, departments and local authorities in implementing business support policies in line with Politburo Resolution No. 68-NQ/TW on private-sector development.
He expressed his hope that a more supportive policy environment would enable enterprises to maintain stable operations, achieve sustainable growth, contribute more to the state budget and play a greater role in the province’s development.
On the occasion, 41 organizations and 38 individuals were awarded certificates of merit by the Chairman of the Ninh Binh Provincial People’s Committee in recognition of their outstanding achievements in production, business operations and social welfare activities./
