A delegation of the Ministry of Construction led by its Minister Tran Hong Minh on July 25 worked with Ninh Binh’s leaders on planning and investment of strategic transport projects in the province.

Vice Chairman of theprovincial People’s Committee Nguyen Cao Son reported Ninh Binh province’s proposals on the planning and buildingof some key strategic transport projects to the delegation.
The province is building a “Feasibility study of establishing Ninh Binh international airport” to submit to theMinistry of Construction and the Prime Minister for adding it to the national airport development plan for the 2021 2030 period, with a vision to 2050.
After a preliminary survey and study, the province plans to build the Ninh Binh international airport at Liem Tuyen ward. It will be designed to meet 4E standards under the International Civil Aviation Organisation (ICAO) with two parallel runways.
The project will cover an area of approximately 720 hectares. It isdesigned with a capacity of 10 million passengers per year and has a land lot serving for further expansion in following period.
Apart from the airport project, the province also suggested the Ministry of Construction to consider and supplement Ninh Binh seaport to the national seaport plan in the period of 2021-2030, with a vision to 2050. The Ninh Binh seaport will have a capacity of 120 million tonnes of goods per year.
It also proposed the Ministry of Construction to soon complete key expressway sections that run through Ninh Binh province, with funding sourced from the central budget.
In addition, the province also suggested Ministry of Construction to lengthen Hanoi’s metro line to Ninh Binh and supplement one high-speed railway that connects the North-South high-speed railway with that of Ha Noi Lao Cai running along coastal roads; adjust the direction of the high-speed railway running through former Phu Ly city and former Nam Dinh city so as to create favourable conditions for site clearance.

Minister of Construction Tran Hong Minh spoke highly of Ninh Binh’s proactiveness right after its mergence with former Nam Dinh and Ha Namprovinces to expedite the planning and define orientations and goals to develop transport infrastructure projects.
The ministry basically supports Ninh Binh’s proposal to build the international airport and other important projects, he said.
In order to implement these projects, the province needs to divide different phasesof investment and competent agencies under the Ministry of Construction need to cooperate with Ninh Binh to study solutions to implement, including technical solutions and mechanisms andpolicies to mobilise capital, Minh stressed.
The Ministry of Construction acknowledged the proposal of Ninh Binh province and assigned specialised agencies to study and consider working with the province to remove difficulties and obstacles, promptly supplement and complete the provincial planning for implementation, thereby maximising all potential, advantages, resources, and motivations, accelerating the breakthrough according to the new growth model, with the goal of building Ninh Binh into a growth pole in the south part of the Red River Delta, he added.
