Deputy Prime Minister Mai Van Chinh and a working delegation have recently made a field trip to special national historical sites in Ninh Binh province, where the planning schemes for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital and the Trang An - Tam Coc - Bich Dong scenic area is currently carried out.

At the Trang An boat landing area within the Hoa Lu Ancient Capital historical site, after hearing reports from relevant units, Chinh acknowledged and highly appreciated the efforts of Ninh Binh province and the effective and responsible coordination of the Ministry of Culture, Sports and Tourism in developing the planning scheme for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital and the Trang An - Tam Coc - Bich Dong scenic area.
He instructed the Ministry of Culture, Sports and Tourism and Ninh Binh province to promptly finalise the dossier and submit it to the competent authorities for approval. Along with the progress, the Deputy PM noted the importance of fulfilling commitments to protect the integrity of the heritage, mobilising the community’s active participation in protecting and promoting the value of the heritage, and enhancing the position and role of the heritage in contemporary life.
The planning scheme’s objectives should fully identify the value of Hoa Lu Ancient Capital, perfect a heritage preservation model linked to sustainable development, and create a core and driving force for implementing urban development strategies and strategies for the development of the cultural industry and tourism in Ninh Binh province.
At the same time, it should focus on preserving, restoring, and rehabilitating historical relics, promoting the values of intangible cultural heritage; educating people to preserve traditions and cultural identity; proposing solutions for developing socio-economic, cultural, tourism, and technical infrastructure; and finalising the boundaries and scope of the protected area for the relics.

Regarding the National Special Scenic Landscape Conservation, Restoration and Rehabilitation Planning Project for Trang An - Tam Coc - Bich Dong until 2030, with a vision to 2050, on July 10, 2023, the Prime Minister issued Decision No. 821/QD-TTg approving the task of preparing the Conservation, Restoration and Rehabilitation Planning Scheme for Trang An - Tam Coc - Bich Dong.
The scope and boundaries of the planning area encompass the entire Trang An - Tam Coc - Bich Dong National Special Scenic Landscape area, covering 9,310 hectares. Of this, the core zone of 4,533.86 hectares is located within the administrative boundaries of Nam Hoa Lu, Tay Hoa Lu, Hoa Lu, and Yen Son wards. The buffer zone of 4,776.27 hectares is located within the administrative boundaries of Tay Hoa Lu, Yen Son, Nam Hoa Lu, Hoa Lu wards and Quynh Luu and Dai Hoang communes. The overarching goal is to preserve outstanding global values, fulfilling commitments to UNESCO; combining conservation and sustainable development, making Trang An a leading heritage tourism centre in Vietnam and an international destination.
On the other hand, it aims to establish boundaries, organise spatial infrastructure, create mechanisms to attract investment, and promote the role of the community towards a "living heritage model," where conservation is linked to education, tourism, research, and sustainable livelihoods./.
