Deputy Minister of Industry and Trade Inspects power source and grid projects in Ninh Binh

A working delegation from the Ministry of Industry and Trade, led by Deputy Minister Nguyen Hoang Long, on May 9 conducted a detailed inspection of several power generation and transmission grid projects in Ninh Binh province.
The delegation inspects construction of the BESS system located near the 220kV Phu Ly Substation in Kim Bang ward.
Ninh Binh’s power grid holds a strategic position, connecting the Northern Delta and the North Central regions. Its 110kV 220kV transmission and distribution network plays a vital role in linking power sources with major load centres in the region. In addition, the area is connected to the 500kV transmission infrastructure, which is considered the “backbone” of the national power system, ensuring interregional power transmission capacity and enhancing operational flexibility.
During the site inspections and surveys, Long emphasised that rapid industrial development, urbanisation, and the expansion of concentrated industrial zones have significantly increased electricity demand in Ninh Binh. In particular, the demand for stable, green, and high-quality power sources, as well as the ability to meet peak loads for continuous production lines, has become increasingly urgent.
Therefore, independent Battery Energy Storage Systems (BESS) are expected to enhance the flexibility and responsiveness of the power system, while supporting the safe, stable, and efficient operation of the grid. The survey and selection of locations for BESS installations are considered essential for accelerating the implementation of the Ninh Binh Renewable BESS Hub Investment Project (NB-BESS HUB), thereby helping to establish a modern energy infrastructure foundation to support the province’s sustainable socio-economic development in the coming years.
According to the plan for the Ninh Binh centralised BESS project, a 500MW/2000MWh BESS plant with a four-hour storage duration will be constructed adjacent to the 500kV Nho Quan Substation in Nho Quan commune. Meanwhile, another BESS system located near the 220kV Phu Ly Substation in Kim Bang ward will have a planned capacity of 150MW/450MWh with a three-hour storage duration, expandable to five hours depending on the province’s load demand.
The projects also address requirements related to land allocation, grid connection solutions, construction of new substations, and transmission lines to ensure compatibility with existing infrastructure. Initially, these facilities will help relieve transmission congestion and ensure a stable electricity supply for Ninh Binh.
The delegation inspects the progress at 500kV Nho Quan Phu Ly Thuong Tin transmission line in Ly Thuong Kiet ward.
At the surveyed locations, Vice Chairman of the Ninh Binh Provincial People’s Committee Nguyen Cao Son stressed that the 500kV Nho Quan Phu Ly Thuong Tin transmission line is one of the country’s key national energy projects. He therefore urged local authorities, including Ly Thuong Kiet, Tam Chuc, Kim Bang, and Nguyen Uy wards, to decisively complete site clearance and hand over clean land for construction to ensure the project progresses on schedule and can soon be put into operation to maximise economic benefits.
Regarding the BESS installation projects, Son also requested local authorities in Nho Quan commune and Kim Bang ward to closely coordinate with relevant agencies in selecting suitable BESS locations and to intensify land clearance efforts to facilitate early project implementation.
Ninh Binh authorities committed to directing and expediting site clearance work to ensure that 100% of the required land area will be handed over before May 30, 2026, to serve the construction of these projects./.
