The northern province of Ninh Binh has set a target of completing tasks of building new-style rural areas in 2023.

After 10 years of implementing the National Target Programme on Building New-style Rural Areas, all 119 communes of Ninh Binh province have met the criteria of new-style rural areas. Of which, 17 communes have met the standards of advanced new-style rural areas while 11 others were recognised as model countryside areas.
Seven out of the province's eight cities and districts (including Hoa Lu, Yen Khanh, Gia Vien, Yen Mo, Nho Quan districts; Tam Diep and Ninh Binh cities) were recognised by the Prime Minister for meeting the standards and completing tasks of building new-stylerural areas.
Meanwhile, Kim Son district is finalising dossiers to submit to the central new-style rural area appraisal council for recognition as a new-style rural district.
Rural infrastructure has been invested synchronically, especially rural roads. To date, nearly 270,000 tonnes of cement have been allocated to localities to build 16,887 rural roads with a total length of 2,135 kilometers.
There are 54 local farm produce are recognised as OCOP products, 39 of which are classified as four-star, and 15 others are rated as three-star products.
By the end of 2022, the per capita income in Ninh Binh reached 57.9 million VND a year.
In 2022, the province spent over 2.87 trillion VND on the programme. Of the sum, over 120 billion VND was mobilised from the community and the rest came from the province's budget and the programme's fund.
In 2023, Ninh Binh expects that Kim Son would complete the task of building new-style rural areas, while Hoa Lu and Yen Khanh districts are recognised as advanced new-style rural districts.
In a bid to meet the targets, Ninh Binh has directed localities to implement six sub-programmes effectively, including the application of digital transformation in building new-style rural areas.
These sub-programmes include one commune one product (OCOP); developing rural tourism; applying science and technology in building new-style rural areas; stepping up digital transformation in building new-style rural areas; enhancing environmental protection; ensuring food safety and clean water; and improving the quality and effectiveness of social security order criteria.
