Ninh Binh develops synchronous transport system for inter-regional connectivity

The Resolution of the 22nd Congress of the Party Organisation of Ninh Binh province for the 2020-2025 tenure set a goal of "Gradually improving synchronic infrastructure, building a modern urban system". To realise the resolution, numerous projects in the transport sector have been carried out by Ninh Binh in an attempt to build a synchronic infrastructure system with the target of boosting regional and inter-regional connectivity, thus creating momentum for the province's social-economic development.

In the past few years, Ninh Binh has mobilised all resources to invest in transport infrastructure, thus creating a clean and spacious urban landscape. However, some localities such as Nho Quan, Yen Mo and Kim Son districts have still faced difficulties in attracting investment and expanding socio-economic development sectors.

The reasons were attributed to the small amount of capital reserving for infrastructure development and inconvenient transport system.

Amid that context, the provincial People's Council approved several projects to build arterial roads. 

The above roads will boost regional and inter-regional connectivity and tourist sites, including a ring road to develop the economy of the southern region of Ninh Binh, connecting Cuc Phuong of Nho Quan district to Dong Giao (Tam Diep city), Yen Thang (Yen Mo district), and Binh Minh (Kim Son district) (called East-West road); a road to connect Ninh Binh city with Yen Mo, Yen Khanh and Kim Son districts to ease traffic flow on national highway 10; a coastal road of Kim Son;a bridge crossing over Van river and T21 road;  road leading to Kenh Ga tourist site. These projects cost more than 5 trillion VND (213 million USD) in total sourced from the central and provincial budgets.

These projects would help open up new opportunities for socio-economic development of disadvantaged and remote areas.

Pham Quoc Chinh, Director of the provincial management board of transport projects, said the East - West road is a key project of the province that aims to improve the transport infrastructure connecting Kim Son - Nho Quan districts and the North-South expressway.

The project plays an important role in connecting national highways, provincial roads, tourist sites, industrial zones and clusters in the region of Tam Diep city, Nho Quan district and surrounding areas, thus providing space and land lots for investment attraction, contributing to socio-economic development and to raise living standards for local people.

To date, the project's progress has basically met the scheduled time.

Le Trong Thanh, Director of the provincial Department of Transport, said as the investor of these projects, the department has worked closely with localities to speed up site clearance and construction progress. However, the slow site clearance in several localities has resulted in slow construction progress.

To accelerate the progress as planned, the Ninh Binh Provincial People's Committee has sent documents urging related localities and the investor to monitor the scope of land site clearance, popularize and not let local people to build works and plant trees in the planned areas of the projects.

At the same time, it mapped out plans on construction and relocation for affected households.

With the political determination to turn Ninh Binh into a developed province in the region, right at the beginning of the tenure, the provincial Party Committee issued Resolution No.10 dated December 14, 2021 on building synchronic infrastructure, and modern and civilised urban areas in the period of 2021-2025 with a vision to 2030.

This is a foundation to issue mechanisms and policies to create breakthroughs for regional development. Therefore, the completion of these above projects will improve transport systems in the remote areas.

However, to ensure transport connectivity conveniently and complete inter-regional transport system, Ninh Binh needs to rapidly finalise its general planning scheme to make it a foundation for the province to draw investment and create  breakthroughs in boosting socio-economic development and strengthening national security - defense.
